Traffix Group undertook a Car Parking Framework Review for the central business activity areas of Morwell and Traralgon, which recommended reduced car parking rates being introduced into the Latrobe Planning Scheme via a Parking Overlay, as well as a cash-in-lieu mechanism being introduced for development within Traralgon.

Challenges with this project included balancing competing long term and short term demands for parking, consolidation of former parking strategies into a single cohesive document including targeted analysis to justify recommendations, establishing appropriate boundaries for the parking overlays to apply, preparation of draft Planning Scheme Amendment documentation necessary to seek Ministerial Authorisation and responding to submissions in relation to exhibited documentation.

The Planning Scheme Amendment was adopted, and the reduced car parking rates and cash-in-lieu mechanism is now included at Clause 45.09 of the Latrobe Planning Scheme.
