The project team developed a strategy to manage the transport of Houseboats along a section of public road near Lake Eildon, with a strong focus on the uniqueness of the frequent transport of oversized loads a short distance through mountanious terrain. The Strategy also had a strong focus on the NHVR requirements for oversized loads.

The study developed innovative proposals to address potential road safety issues associated with through traffic, current cycling conditions and prioritise pedestrian movements in the area.

The project also included several rounds of community and stakeholder consultation, with traffic engineers conducting engaging and informative community meetings throughout the study process.

We conducted an initial feasibility study to support the business case, including travel time analysis, questionnaire surveys, potential future bus routes, and car parking and traffic impact analysis at Wyndham.

The considerations included passenger movement and amenity, vehicle access, parking for private cars, taxis and hire cars, vehicle circulation including freeway access, public transport and cycle access, commercial and freight transport access.

Specific consideration was given to staged ground transport upgrade requirements for the airport and its precinct developments into the future.

The study – our eighth with the council in the past five years – developed innovative proposals to manage through traffic, improve cycling conditions and prioritise pedestrian movements in the precinct.

Our role involved reviewing options, with the final design featuring an innovative contra-flow bicycle lane.

We developed the optimum layout for the site, and prepared concepts and detailed design plans for the facility.

Challenges with this project included balancing competing long term and short term demands for parking, consolidation of former parking strategies into a single cohesive document including targeted analysis to justify recommendations, establishing appropriate boundaries for the parking overlays to apply, preparation of draft Planning Scheme Amendment documentation necessary to seek Ministerial Authorisation and responding to submissions in relation to exhibited documentation.

The Planning Scheme Amendment was adopted, and the reduced car parking rates and cash-in-lieu mechanism is now included at Clause 45.09 of the Latrobe Planning Scheme.

As part of a review of the allocation of road space, including the existing parking provision, we conducted parking occupancy surveys across the Ballarat CBD.

Our detailed analysis reviewed potential parking scenarios, and recommended an upgraded parking management approach.
