<p>Traffix Group undertook a Car Parking Framework Review for the central business activity areas of Morwell and Traralgon, which recommended reduced car parking rates being introduced into the Latrobe Planning Scheme via a Parking Overlay, as well as a cash-in-lieu mechanism being introduced for development within Traralgon.</p>



<p>Challenges with this project included balancing competing long term and short term demands for parking, consolidation of former parking strategies into a single cohesive document including targeted analysis to justify recommendations, establishing appropriate boundaries for the parking overlays to apply, preparation of draft Planning Scheme Amendment documentation necessary to seek Ministerial Authorisation and responding to submissions in relation to exhibited documentation.</p>



<p>The Planning Scheme Amendment was adopted, and the reduced car parking rates and cash-in-lieu mechanism is now included at Clause 45.09 of the Latrobe Planning Scheme.</p>

<p>Extensive research was undertaken into electronic billboards and their impact on driver performance. Field investigations, in‐car video and GPS location data were used to assess the potential impacts of the sign.</p>



<p>The sign is now operational.</p>

<p>Traffix Group conducted extensive parking surveys as part of its detailed analysis of the proposal on behalf of the client.</p>



<p>After a Victorian Civil Appeals Tribunal hearing involving multiple opposing traffic expert views, the application was approved.</p>
